We don’t know what it is. We call it dark matter because we think it’s there (because it’s necessary to explain the motion of galaxies and things like that), but we can’t detect anything about it because we don’t get any electromagnetic radiation (light) from it. If we could detect any radiation we might at least be able to tell a bit more about what it’s made of.
Some of it could be regular matter that’s just not emitting radiation (or not enough to reach us) so we just can’t see it, but most of it is most likely more exotic than that.
